In 1975, the ratio of working-age (15-64) to non-working-age (0-14 and 65+) people in both China and India was around 1.3. This means that the number of working-age people was only modestly larger than the number of people who, by virtue of their age, were most likely dependents.

This decline in fertility rate in China resulted in fewer young dependents in the years between 1970 to 1990 resulting in sharp decline in the dependency ratio and an increase in working age population.
