Speaking about the influence of politics on to the system, he laid importance on the point of view that the formulation, regulation and implementation of the policies cannot be handled by one organization as in the case of water supply departments all over the country. He drew the attention to the regulatory environment that changed the way investment and development is being attracted to the power sector, post Electricity Act 2003. He also mentioned how proper implementation of metering policies helped them in reducing losses in water supply from 23% to 6.5%.

The speaker also mentioned the other spheres of operation of JUSCO like municipal services, public health & power distribution in which they have successfully implemented their business model. Customer orientation and reducing the turn-round-time (TAT), according to Mr. Paul, have been the key drivers towards excellence. Answering the questions of the audience, he also mentioned how they have implemented differential rates for customers in water supply and how it has improved the total system.

Mr. T. Sudhakar Rao, GM (P&A), HAL, was the next speaker to grace the occasion. Bringing in the perspective of a PSU into the discussion, Mr. Rao earmarked the difference in the operation of the PSU's in the past and how it has emerged in the present. He mentioned how the efficiency of infrastructure management wasn't all that important and how it was even used as an excuse for falling operating standards. The companies weren't much accountable till the 80's and even cited social responsibility as an excuse for not performing up to the mark. Efficiency couldn't be questioned and employees weren't willing to pay.

Mr. Rao described how the existing infrastructure facilities, like schools and hospitals, are encouraged to look for internal revenue generation for sustenance. Efficient management of the townships is presently looked upon as a necessity to control costs and increase employee satisfaction. Hence, a review of the existing strategy and structure of the infrastructure management is being undertaken by the company.
