Managerial Challenges in HIV/AIDS Programmes

Objectives: There is an urgent need to significantly scale-up public health interventions that work (both in terms of coverage and quality) to make a meaningful impact. While NGOs and communitybased organizations have a critical role to play in
implementing these interventions amongst the various population groups, the government must shoulder the overall responsibility for planning, coordinating, mobilizing, and facilitating the various HIV/AIDS prevention, care, and treatment services in the country. The entire program has to adopt a more holistic approach; HIV/AIDS must be considered as a developmental problem and not merely as an issue of public health. Above all, adequate commitment on the administrative, political, and social fronts is crucial for HIV/AIDS prevention, control, and treatment programs. Capacity building should therefore be aimed at supporting the HIV/AIDS program administrators and managers in policy, planning, implementation, and monitoring activities on a regular and sustainable basis.

For: Overall planning and evaluation of HIV programs will need considerable management skills. Generally, the departments of public health in India are dominated by doctor-managers who lack training in management. Thus, in order to make HIV programming and implementation effective, it is necessary to upgrade the management skills and capacities of not only the various state and district level managers belonging to the departments of health, but also the workers of the NGOs involved in HIV programs. The target audience for this program includes the following: -

  • Senior program managers

  • Decision/policy makers

  • Program/project coordinators (NGOs, Government)

  • Technical staff (doctors, paramedics, and other service providers)

  • Administrators from other institutions in HIV/AIDS

    Contents:

    Logical Framework Analysis: Logical Framework Analysis (LFA) is an instrument for COVERAGE objective-oriented planning of large developmental programs. The LFA methodology is an ideal tool for planning, analysis, assessment, monitoring and evaluation of HIV/AIDS projects and programs. Some of the topics to be included in this module are: -

  • Concepts of LFA Methodology: Planning, design, and implementation

  • Application of LFA to HIV/AIDS projects

  • Monitoring and Evaluation: Blood safety

    Project Management: This module would familiarize participants with basic principles of project management to help better plan, monitor, control, and report progress on activities/interventions managed by them. Some of the topics included are: -

  • Basic issues and role of network techniques in managing projects in general

  • Evaluating trade-offs between resource needs, time and cost in project management

    Organizational Processes: This module would help participants to acquire understanding of organizational processes such as coordination and collaboration, team work and team leadership in the context of their role as project leaders and project managers. This module would also enable participants to explore how they can make a difference and would enhance their efficacy. Some of the topics included are: -

  • Processes of coordination and collaboration among the AIDS control staff

  • Understanding team processes and the significance of team leadership
